The project of the sports complex provides:

- grandstands for 600 seats

- areas for entertainment programs
The reason for the introduction of the facility into the urban environment was the entry of athletes of the Irkutsk region to prize-winning places in international competitions.

Its design was organized in 2004. The first piles were driven in May holidays of 2006, and in 2009 the building was put into operation.
During the development of the facility the technology of reservoir drainage was tested; the foundation was reinforced by driven piles, and the roof, without transfer of horizontal loads on the pile caps was applied. Calculation of the structures was carried out using the technology of the Kucherenko Central Research and Design Institute: progressive collapse.

At the time of the foundation, it was revolutionary.
The main span of the arena truss is 54 meters.
